PETITION TO THE PEOPLE

WE, THE UNDERSIGNED, ADDRESS YOU NOW ON BEHALF OF THE
CHILDREN OF THE STATE OF WASHINGTON AND THEIR FAMILIES.
WE URGENTLY REQUEST THE HELP OF OUR FELLOW CITIZENS.

Having personally witnessed and experienced mass dissatisfaction with State agencies, contractors and individuals, such as Child Protective Services (CPS), Department of Social and Health Services (DSHS), social workers, police agencies, sexual assault centers, Washington State Courts, juvenile agencies, group homes, certain foster care homes, youth advocate programs, public attorney referral services, guardian ad litem programs, and youth probation programs in conjunction with court procedures and judgments, we seek the assistance of our fellow citizens in restoring accountability of same to the community.

We respectfully request you join us in petitioning our State legislators, senators and executive branch officials, as well as every appropriate federal, state, county and municipal agency to investigate the criminal abuse of children and families by agencies of the State, as well as contractors and individuals acting under "color of authority".

We demand a thorough investigative procedure by all appropriate agencies to expose crimes being committed against children and families of the state.

We demand dismissal of the incompetent, so that those who are acting with care and integrity may continue unimpeded.

We demand that the flood of evidence thus exposed be presented to Grand Juries, and criminal prosecutions be pursued speedily and vigorously.

Because the threat is so real, so immediate, we in the community must rally to pursue legislative change. We must carry the truth to our elected officials on a groundswell of public opinion.

Our concerns are based on personal victimization and case studies of other victims involving the aforementioned agencies of the State of Washington, and these agencies' failure to protect.

We the people, as citizens, parents, neighbors and taxpayers will not endure outrageous and irresponsible conduct by those we contract with and employ.

We respectfully request that our lawmakers review current laws, policy, procedures, budgets and pending legislation, with an eye toward correction by amendment, change or deletion of same.

 

 

 

Lawmakers shall be guided by the following principles and by ideas.

(1) Absolute adherence to a "families first policy"**
(2) All state agencies must adhere to the same standards of care as citizens and families.
(3) A police officer shall be present whenever a child is removed from the parents' custody, home, school or any other location by any agency or employee of the State. The custodial parent shall be notified immediately and allowed to be present before the child is taken, if at all possible. If the custodial parent is not present, the police officer shall notify the parent at the earliest possible opportunity that the child has been taken into State custody.
(4) Parents shall be Mirandized concerning custodial rights and given a copy of their notification signed by the officer taking the child, as well as the parent receiving the notification.
(5) A citizen review and court monitoring program be implemented immediately to assure investigative and procedural compliance.
(6) Legislators will insure that children and families of the State of Washington will not be sacrificed to political exploitation, social experimentation, financial opportunists or sexual agendas, by themselves or any other government entities or individuals.
(7) All government agencies and officials shall be constrained to function as servants and protectors of families, not their lord and master.
(8) Last and foremost, that "Big Brother" is not, and will never be, a replacement for family.
The staggering number of missing and emotionally, educationally, physically, sexually abused children and destroyed families, while in the State of Washington's care and jurisdiction, demand the attention of the whole community to resolve these abuses.

Request for investigation of all government agencies in Washington State providing child protective services, youth programs and family services.
